Overview

Technology Project Managers, Inc (TPM) is currently seeking a Sr. Systems Engineer with PM experience. TPM provides engineering expertise that includes system definition, requirements development, integration, testing, commissioning, and maintenance, as well as project assessments, oversight and recommendations for performance improvement.

TPM brings a team of seasoned Engineers with a proven history of delivering high-performance systems engineering, integration, and aerospace operations services to civil and defense agencies. TPM provides these services throughout all phases of the program life cycle and across the entire space systems architecture, including space and ground assets.

The System Engineer leads the development, implementation, and management of best practices in enterprise systems engineering processes. Key artifacts to develop and implement include, but are not limited to: Systems Engineering Plan, Requirements Management Plan, Configuration Management Plan, Life Cycle Management Plan, Test and Evaluation Management Plan. The engineer will interact frequently with other requirements analysts, system engineers, testers, and Program Managers of project teams. This position requires integration with performing partners, including frequent visits to their fabrication facilities.

 

Primary Duties / Responsibilities

  • Assist spacecraft contractor in being successful by interpreting government requirements and providing guidance on how to meet requirements; leading the government team to make timely decisions; augmenting contractor personnel with experts as needed; monitoring contractor processes; and providing feedback on contractor performance.

    • Serve as focal point to coordinate government team in its oversight role, bringing in the required GSFC/other expertise when necessary, and ensuring timely input to decisions.

    • Develop and execute plan to ensure that the spacecraft meets requirements through test observation, inspections, review of verification records, review of test data, etc.

    • Develop and execute plan to oversee contractor technical processes through insight to requirements, design and test reviews, documentation reviews, etc. Assist in organizing GSFC participation in FRBs and in facilitating root cause / fishbone analyses

    • Provide feedback on spacecraft contractor performance and make suggestions for improvement.

  • Assist contractor and government in monitoring schedule performance and mitigating schedule risks. Assist in tracking and monitoring schedule performance. Identify solutions for recovering schedule and mitigating schedule risks. Assist government in tracking project action items to closure.

  • Stay abreast of potential resource conflicts and opportunities for leveraging/efficiencies with other activities in the facilities.

  • Identify and manage risks for government risk system; develop risk mitigation plans.

  • Report progress and provide inputs to COR to assess performance.

  • Provide contractor with insight to project expectations, priorities, perceptions, and plans.

  • Potentially, travel to other facilities across the US.

 

Education/Experience

Required:

  • A BS degree in engineering.

  • 15 years of applicable professional experience with increasing responsibilities.

  • Technical, functional, and/or project lead experience in systems engineering or related technical field.

Desired:

  • MS Degree in engineering plus 20 years of applicable experience.

  • Systems engineering certification and/or formal training.

  • Project management certification and/or formal training.

  • Experience in model-based systems engineering and mentoring others in its application.

  • Background assessing projects programmatic (planning realism, schedule, cost, risk) realism and recommending corrective actions.

  • Background in robotic spaceflight mission full life cycle activities.

  • NASA experience in robotic systems integration.

 

Skills/Training

Required:

  • Proven ability to lead highly skilled technical workforce to produce products that meet quality, safety, performance, cost, and schedule requirements.

  • Working knowledge of the NASA/GSFC flight hardware development process.

  • Hands on experience utilizing/applying a systems engineering process.

  • Excellent leadership and interpersonal skills. Ability to lead and motivate personnel to high standards of performance and increase efficiency.

  • Excellent oral and written communication skills. Ability to communicate effectively with project managers, project leads, customers, and with contract colleagues is essential.

  • Understanding of Model-Based Systems Engineering

  • Ability to attain and maintain respect and confidence of the customer and contract personnel. A close, cooperative customer interface is essential.

  • The desire and ability to seek and capture new business opportunities. Must be open-minded to new ideas and new ways of doing business, willing to aggressively pursue new opportunities, and flexible enough to adapt to a rapidly changing technical environment.

  • Mature, professional judgment in establishing objectives, milestones and priorities.

  • Reliable and dependable work habits and the dedication to get the job done.

  • Ability to translate concepts across multiple disciplines

Desired:

  • Experience with NASA or DoD Work Instructions and MBSE practices

  • Prior experience with the NASA flight hardware development process

  • Solid working knowledge of Microsoft Word, Excel, and PowerPoint
