Position Title: Project Manager

Technology Project Managers, Inc (TPM) brings a team of seasoned Project Managers, Project Schedulers, Risk Managers and Engineers with a proven history of delivering high-performance systems engineering, integration and aerospace operations services to civil and defense agencies. TPM provides these services throughout all phases of the program life cycle and across the entire space systems architecture, including space and ground assets.

Primary Responsibilities:
The Project Manager interfaces with engineers, program managers, and program controls analysts. Project Manager will keep the task status keeping program management and deliverable management updated on project schedules, monthly estimates-to- complete, and completion of required performance reports. Other responsibilities will be to coordinate planning, control, integration and completion of engineering projects within area of assigned responsibility.

  • Must possess a strong background working with multiple contract types: Firm Fixed Price (FFP), Fixed Price Incentive (FPI), Fixed Price Level of Effort (FPLOE), Time and Materials (T&M), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), and hybrid contracts.
  • Project management or project control experience working with Work Breakdown Structures (WBS), Organizational Breakdown Structure (OBS), Control Accounts, Basis of Estimates (BOEs), Integrated Master Schedules (IMSs), cost accounting and financial management systems, work authorizations, process management systems, and/or reporting.
  • Proficient with Earned Value Management fundamentals, risk management, procurement process, project controls, validation, planning and scheduling development and their application.
  • The preferred candidate will have basic knowledge of the Systems Engineering approach to design, development, integration, and product support.
  • Proven ability to handle integration and analysis of multiple project schedules.
  • Ability to develop and maintain integrated master schedule, detailed project schedules, ensure adherence to quality standards and maintain project control policies and procedures.
  • Experience in the identification, monitoring and reporting of project risks.

Preferred Qualifications:

  • Five to ten years of experience providing program management, project management, systems engineering and technical direction to multiple complex programs to program personnel.
  • Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, Accounting, or other related discipline may be substituted for three years’ experience. MBA or Master’s Degree in Engineering is a plus.
  • Experience applying the systems framework on aerospace projects.
  • Must be familiar with the principles of exercising independent judgment, as well as a high level of analytical skill, in solving complex and unusual technical, administrative, and managerial problems.
  • Strong analytical, written and verbal communication skills.
  • NASA, NOAA or Aerospace experience a plus.
  • Ability to document business requirements.
  • Proficient in COBRA, MS Excel and Microsoft Project.
  • Experience with Primavera, Deltek MPM, MPM Data Warehouse, Cost Point, Sequel Visual Basic, Agile and EVMP.
  • Certification in PMP or CAPM.
  • Well organized and an excellent multi-tasker.

Position Title: Systems Engineer

Technology Project Managers, Inc. (TPM) is currently seeking a Systems Engineer. TPM provides engineering expertise that includes system definition, requirements development, integration, testing, commissioning and maintenance.

TPM brings a team of seasoned Engineers with a proven history of delivering high-performance systems engineering, integration and aerospace operations services to civil and defense agencies. TPM provides these services throughout all phases of the program life cycle and across the entire space systems architecture, including space and ground assets.

The System Engineer leads the development, implementation, and management of best practices in enterprise systems engineering processes. Key artifacts to develop and implement include, but are not limited to: Systems Engineering Plan, Requirements Management Plan, Configuration Management Plan, Life Cycle Management Plan, Test and Evaluation Management Plan. The engineer will interact frequently with other requirements analysts, system engineers, testers, and Program Managers of project teams.

PRIMARY RESPONSIBILITIES:

  • Analyze user’s requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications and project plan. Analyze system requirements (HW and SW) and leads design and development activities. Guide users in formulating requirements, advises alternative approaches, and conducts feasibility studies.
  • Contribute to the development of sections of systems engineering documentation such as System Engineering Plans, Initial Capabilities Documents, Requirements specifications, and Interface Control Documents.
  • Manage system requirements and derived requirements to ensure the delivery of production systems that are compatible with the defined system architecture(s).
  • Assist with the development of system requirements, functional requirements, and allocation of the same to individual hardware, software, facility, and personnel components.
  • Derive lower-level requirements from higher-level allocated requirements that describe in detail the functions that a system component must fulfill, and ensure these requirements are complete, correct, unique, unambiguous, realizable, and verifiable.
  • Define the methods, processes, and evaluation criteria by which the systems, subsystems and work products are verified against their requirements in a written plan.
  • Develop system design solution that satisfies the system requirements and fulfills the functional analysis.

PREFERRED QUALIFICATIONS:

  • 2+ years’ experience as a Systems Engineer with large multi-tiered programs.
  • Bachelor’s degree in System Engineering, Aerospace Engineering, Physics, Mathematics, Computer Science, Information Systems, Engineering Science, Engineering Management
  • NASA, NOAA, Air Force or Aerospace experience.
  • Demonstrated experience using all MS Office products, including MS Project and Visio.
  • Ability to travel as required.
  • ·Good written and verbal communication skills

  • The Program Integrator will interface with civil servants, program control specialists, engineers and program managers. Responsibilities will include budget planning, integration and analysis for 60 research projects across 2 programs and 5 centers.
  • Provide leadership and high-quality systems engineering expertise in supporting the products and services required of successful programs and projects.
  • Lead all relevant activities for the definition, implementation, integration and operations of systems and programs assigned.
  • Responsibilities will include supporting the integration of the PPBE process.
  • Cost Management/ Budget/ PPBE: budget planning, coordination, integration and analysis. Cost control.
  • Conduct monthly projects’ reviews during the execution of the budget year to assure the projects are performing as planned.
  • Risk Management-coordinate the planning and process implementation, risk analysis, mitigation strategies and tracking and trending
  • Engineering Support- coordinate the systems engineering policy and procedures, independent reviews, engineering tools, knowledge management, systems engineering training
