Earned Value Management Specialist

Full-Time

Location: Greenbelt, MD

Responsibilities:

Individual will provide full-time Earned Value Management support for Goddard Space Flight Center projects and operate Deltek Cobra and Encore Analytics Empower software for the projects. The projects have the requirement of using Earned Value Management as a management technique. The candidate must be able to follow NASA and Center EVM documentation.

The incumbent is expected to write local procedures and work instruction that correctly incorporate and comply with Earned Value Management concepts and Guidelines. Will effectively communicate EVM principles through the development or establishment of an EVM system or process within the projects. Can effectively communicate EVM tool and log principles through the development or establishment of an EVM system or process within projects. Demonstrates superior competencies in all EVM Practitioner activities in this area and contributes to internal project goals. Proficient in the application of advanced EVM techniques and management disciplines for such tools as Deltek Cobra, Empower, interfaces to SAP or equivalent accounting tools; and have experience with Microsoft Office Tools or equivalent business applications.

Professional demeanor, effective communications, and analytical skills are essential. Experience in the presentation of Earned Value Management reporting to all levels of a project team including senior management. Ability to work independently while meeting critical deadlines is expected. High level of accuracy is vital for this position.

Position will interface with multiple projects to ensure EVMS analysis of project and contractor reports are accurate, and processes are integrated. Can effectively communicate EVM integration through the development or establishment of an EVM system or process within a project. Demonstrates superior competencies in all EVM integration activities and contributes to internal project goals.

Position may require travel associated with representing the projects at contractor monthly status reviews, EVM meetings and conferences, and facilitating or coordinating Integrated Baseline Reviews or contractor surveillance. Ability to Coordinate and Facilitate an IBR and write local procedures to support these activities based on requirements.

Requirements:

Expert in Deltek Cobra

Proficient with Microsoft Office Suite.

Proficient with Earned Value Management analysis tools.

A strong willingness to be part of a project team is essential.

The ability to interface successfully with both business personnel and technical leads.

Excellent interpersonal, teaming, and communication skills.

Individual must meet government NAC and citizenship/permanent residency requirements for access to NASA GSFC. Extensive background investigation will be performed as a requirement of the job.

Education and Experience:

PMI's PMP certification or an Earned Value Professional certification is a plus.

Requires a bachelor’s degree or equivalent, and two to eight years of related project support experience.
