Earned Value Management (EVM) Analyst, Hampton, VA at Langley Research Center
Duties shall be to assist in the development of an Earned Value Management System (EVMS), EVM Implementation Plans; Train, mentor and advise Project Management on EVM development, techniques, interpretations, etc.; Work directly with Project Management to establish, develop, and analyze Work Breakdown Structures (WBS), Integrated Master Schedules (IMS), IMS Analysis, Program/Project Budgets, cost and schedule baselines, Estimates to Complete (ETC) and Estimate at Completion (EAC); Develop consistent application and analysis of planning, scheduling, budgeting, forecasting, and tracking. Perform monthly analyses to identify financial and schedule trends and proactively work with Project Management to mitigate negative trends and develop recovery strategies to ensure that contracts are negotiated within agreed-upon parameters and within government cost control guidelines; Create presentations for internal and external reviews and present to senior management; Participate in and/or lead Integrated Baseline Reviews.
Bachelor’s degree in a business field and three years of work experience.

Coordinate EVM analyses, developing processes and standards for collecting, tracking, analyzing, and disseminating cost and schedule data; performing schedule risk analyses; generating comprehensive at-completion cost estimates; and preparing formal reports and briefs
Ensure adequate processes are in place to assess contractor's EVM systems compliance so data is accurate, reliable, and timely.
Develop, implement, and utilize assessment techniques to ensure EVM-related services and work products are of good quality, timely, and responsive to program needs
Advise PM on cost, schedule, and performance trends
Conduct EVM training
Report any significant EVM issues and recommend appropriate actions to resolve the issue
Coordinate and participate in Integrated Baseline Reviews (IBRs)
Strong computer skills and ability to learn new software and applications.
Must have software skills including Microsoft (MS) Office Suite (Excel, PowerPoint and Word); MS Project; and EVM Software (i.e., COBRA or MPM). Desired software skills include: MS Access; SAP; wInsight; Empower.
Some travel will be required.
